Can you roll-up a frozen strap with Dynello Rewinder?

In the winter lashing straps quickly becomes frozen in many parts of the world. Can these be winded? Or do you need to dry them up first?
A soaked lashing strap
The day before the test the lashing strap was soaked in water and put in the freezer.
The next morning it was completely frozen. We had to manually force it apart to make our test.
